After sensors have registered the signal, phenomena, or state, and the data has been transferred to the network fabric, the focus shifts to how that raw message will be consumed. That is the domain of intelligence in IoT. In other words, a voltage reading with a timestamp on piece of equipment at a specific location requires a context and an interpretative logic for it to be meaningful.
